On 27 August 2021, Singapore and Maldives agreed on a Reciprocal Green Lane (RGL) and Vaccinated Travel Lane (VTL) arrangement, also known as the Entry Agreement. This agreement allows for travel between the two countries with fewer restrictions for travelers who are fully vaccinated and tested negative for COVID-19.

Requirements for travelers

To be eligible for the RGL and VTL, travelers must meet certain requirements. For the RGL, travelers must be Singapore citizens or permanent residents who have been in Singapore for the past 21 days before departure, or Maldivian citizens who have been in Maldives for the past 21 days before departure. For the VTL, travelers must be Singapore citizens or permanent residents who have been fully vaccinated and tested negative for COVID-19, or Maldivian citizens who have been fully vaccinated and tested negative for COVID-19.

Travelers under the RGL and VTL must also adhere to the respective health and safety measures of the countries they are traveling to. In Singapore, travelers must take a COVID-19 test upon arrival, and undergo a seven-day Stay-Home Notice (SHN) and two PCR tests. In Maldives, travelers must provide proof of a negative PCR test taken within 96 hours before departure, and may be subjected to random testing upon arrival.

Benefits for travelers

The Entry Agreement provides greater convenience and flexibility for travelers between Singapore and Maldives. With the RGL, Singaporean and Maldivian residents can travel to and from each other’s countries for business or official purposes, without having to serve a quarantine period upon arrival. With the VTL, fully vaccinated travelers can also travel for leisure purposes, without having to serve a quarantine period upon arrival. This agreement is a step towards reviving the touri industry, which has been heavily impacted by the COVID-19 pandemic.

Safety measures

Despite the easing of restrictions, both Singapore and Maldives have prioritized public health and safety measures. While travelers under the RGL and VTL are subject to different regulations, they are required to adhere to the respective measures set by each country. This includes regular testing and tracking of close contacts, as well as following any additional measures put in place if there is an increase in COVID-19 cases. Both countries have also emphasized the importance of getting vaccinated, and are working towards achieving high vaccination rates among their populations.

Future developments

The Entry Agreement between Singapore and Maldives is expected to pave the way for similar arrangements with other countries. Singapore has also been in discussions with Australia, Brunei, Canada, Germany, Japan, South Korea, and the United States for entry agreements. Such arrangements not only facilitate travel and revive the touri industry, but also strengthen international relationships and cooperation in fighting the pandemic. With more countries achieving high vaccination rates and implementing effective health and safety measures, the possibility of opening up borders and resuming international travel becomes more feasible.

The Singapore-Maldives Entry Agreement is a positive step towards restoring travel and touri activities between two countries. By prioritizing public health and safety measures, while also providing greater flexibility for travelers, this agreement sets a precedent for other nations to follow. As the COVID-19 pandemic evolves, more countries may consider implementing similar entry agreements to resume international travel and stimulate their economies.
